At an industry conference last week, BSEE Acting Chief of the Office of Offshore Regulatory Programs Doug Slitor said that SEMS audits will be pass/fail, however:

• Operators without a SEMS plan face INCs, shut-ins, and civil penalties
• Operators with a SEMS plan but no evidence of implementation should expect INCs and civil penalties
• Operators with partial or incomplete SEMS implementations should expect INCs
• Operators with a SEMS plan and a good faith effort toward implementation can expect BSEE to work w/them to improve implementation

The main goal is to help you develop a safety culture, not to rain down INCs, Slitor said.
